Proposed Rate Increases

Financial Plan and Rate Study

In July 2017, Summerland Sanitary District contracted with the financial consultant firm Raftelis to prepare a comprehensive sanitary sewer rate study. This rate study was completed and presented to the Board of Directors on December 14, 2017. The Board of Directors have determined that it is necessary to adjust the service charge by 3.5% for next fiscal year and 3.5% annually for each ensuing 4-years. These modest sewer service charge rate increases will ensure the current level of service, as well as moving forward with treatment plant and infrastructure replacement projects.

The rates proposed herein were developed through a Comprehensive Wastewater Financial Plan and Rate Study designed to meet all legal requirements and fairly and equitably recover the required revenue from all customer classes.To review the copy of the Financial Plan and Rate Study please click here.

The District’s current annual charge per equivalent dwelling unit is $1,024. The table below shows the rate adjustments proposed. These rates would become effective on July 1st of each year through June 2023.

The Board of Directors of the Summerland Sanitary District will conduct a public hearing to consider adoption of a proposed increase in sewer service charges on Thursday, February 8, 2018 at 12:00 p.m. The hearing will be conducted at the Summerland Sanitary District located at 2435 Wallace Avenue in Summerland.

Procedures for Filing a Written Protest

Protest to the incremental rate increases described above must be submitted to the District in writing by 12:00 pm on February 8, 2018. Written protest will also be accepted at the public hearing. All written protest must be signed by the owner, or tenant and contain an address or Accessors Parcel Number (APN). You may fax your protest to (805) 969-5794 or send a written protest to:
